Broadband Programme
Background
Broadband is considered to be electronic high of today. Although our country has gone ahead in providing voice telephony services crossing 60% tele-density, but broadband penetration in Pakistan is still very low and there are less than 300,000 broadband connections in the country.
In order to make availability of affordable broadband possible, board of Directors of Universal Service Fund, in the 7th Board Meeting, held on January 03, 2008 gave the approval to launch a project with an aim to trigger penetration of Broadband in Pakistan. During the meeting, a detailed presentation was given by the CEO-USF, Mr. Parvez Iftikhar on the proposal as to how USF intends to subsidize the existing Broadband Service Providers in the country through an open and transparent competitive process for increasing the Broadband penetration in Pakistan. It is noteworthy to mention here that the USF Policy target to be achieved through this project is 1% penetration at the end of the year 2010. In this context, a Discussion -Forum was held on February 08, 2008 by Ministry of IT on ‘Affordable Broadband Availability in Pakistan’ for further exchange of views and ideas among the stakeholders. During this forum, educationists and representatives of civil society strongly supported efforts to ensure country wide availability of affordable broadband services, and emphasized the benefits that it will bring to all sectors of life. Mobile and Broadband Operators with latest technologies supported government intervention for increasing broadband penetration in Pakistan. Some broadband industry stakeholders (especially the DSL operators) strongly expressed their fears that if big cities were determined as ‘under-served’, their business could be badly hit. Overall, this forum played an important role in providing guidelines for initiating USF Programme for Broadband penetraion in the country, even though it delayed the launch of Broadband initiative as the Programme had to be re-drafted, excluding the larger cities.
Earlier, in November 2007, USF invited comments regarding the Concept Paper on Broadband Programme which received an over-whelming response. In this connection, meetings with most of the stakeholders, operators and ISPs were held, some of the important ones are:

Board of Directors of USF, in the 13th Board Meeting, held on August 28, 2008, chaired by Federal Minister for IT, Mr. Qamar Zaman Kaira, gave the approval to launch the programme ‘Broadband in un-served urban areas of Pakistan’. Un-served towns of Faisalabad Telecom Region were approved by the Board for Pilot Broadband Project.
Benefits
Broadband programme aims to deliver the social and economic benefits of ICTs to the masses through affordable broadband, thus helping to achieve Government’s objective of breaking the poverty cycle and eliminating the social divide. Broadband is also a key element of the United Nations Millennium Development Goals on poverty reduction and is globally bringing a paradigm shift to the way people run their lives. It is also transforming every facet of communications, from entertainment and telephone services to delivery of vital services like health care.
According to ‘The Lisbon Consensus’, adopted at the 4th International Telecommunication Union, World Telecommunication Policy Forum on April 24, 2009, the intervention of government for broadband penetration has also been endorsed.
USF plans to run this programme all over the country for providing broadband in un-served urban areas of Punjab, Sindh, Balochistan and NWFP.
