Plz Help I wanna create a web page

AsalamAlikum Friendz

I have to make a webpage... have to create it ,but i need step to step guidance regarding ....

1: if i m making it offline using html and then how to upload at ISP tro FTP
2: if i m making it online havin unix account for win and mac.

whatelse do i need plz let me know
and how should i start.

well i made a webpage when i was in school but i have forget many thing to create a wb pg.

plz help... I am running vista at dell...
and do i need any software ?? if YES then what....?/
