Slow Speed Of Internet :-(

I'm using VPTCl Wireless and my phone set is HUAWEI.
Jab bhi main net use karoon to browsing bohat slow hoti hai.
Net speed 230.00kbps show hoti hai magar browsing nahi hoti.
Signals bhi Full hain.

I've asked this question 2 times but could not get a responce from any Expert.

I'll b gratefull if any one can tell me the solution.

well i m not xpert of either i have any experience about vptcl but ek bat kahonga ka shayad receiving data boht kam mil raha ho thats why speed slow ho sakti hai
