Limit PTCL Speed

Mere Paas PTCL 4mb ka connection hai aur us per 3 pc chal rahay hain jin me se ek mera hai, Me chahta hun ke baqi 2 pc me 1 mb speed aaye aur mere pc me 2 mb ki speed aaye aur is ke liye ISA Server use hota hai jo buhat typical hai aur muje nahi aata is ke liye buhat se 3rd party software use hote hain jin me se ek CC Proxy me ne try kia lekin us se limit nahi ho raha internet...plz guide me
