First, you have to be connected to that wifi network in order to put these credentials and get access. Get a device that is already connected to that network. Probably, a mobile phone of your neighbor.

If your neighbor is using a default password that comes with pre-configured ptcl routers, you need to download "wifianalyzer" from android store. Once you open this app, it will show you the mac address of router e-g 95:94:AC:34:23:. In this mac address, the default password is usually last 8 letters e-g in this case pass=94AC3422 (you have to reduce the far right digit by 1, here, I have reduced 3 to 2)
