Experts need help to make a sheet or develop a simple program

Mein incentive ki ek sheet design kar raha hon lekin excel pe mene koshish ki magr locking system me nhi kr pa raha hon, or access pe mujhe command nhi, ager koi expert mere liye ye programing kr day mere liye bohat asani hojaegi, excel ki ek sample sheet mein post kr raha hon for reference, ye hay Macro enable workbook, q k isme mene kch VBA ki coding use ki hay, lekin site pe allow nhi hy thats why isko xls pe save kr k post kr raha hon.
