1.Missing or not enough Administrative rights.
2.Not having Visual Studio .net 2003 installed.
3.Internet Settings using a proxy, which might prevent file downloads.



Note: Visual Studio .NET 2003 is part of the software requirement to work with Reporting Services.

SOLUTION
Make sure Microsoft Visual Studio .net 2003 is installed.
Check Administrative privileges of the user account in use.
Check in Internet Explorer and see if you have proxy server settings:
- Open your IE browser and click on Tools >> Internet option >> connections >> LAN settings
- Uncheck “use proxy server…”

Note: This dependency in the "dotnetfx.exe" will not be a requirement during the installation of dotnetfx
