How to remote shutdown a pc and how to control printing priority?

1. How do I ensure that a PC can be remotely shutdown? What options must I set? I noticed that some people can use bat files to block remote shutdown. Is there any solution or better software? This is the tool I use: Remote Shutdown freeware v1.1.
2. While printing many users raise their priority and take unfair advantage (even during Ramadan). Any idea how to stop this? I mean, disabling the priority change, or ensuring that change of priority is not applied, or giving everyone highest priority by default?
