Your observation is right. Actually, PTCL EVO offers UPTO 3.1mbps internet speed (on a shared bases).

Key to answer your query is the word "UPTO", therefore, it's OK with your connection.

Ref to FAQ of EVO on PTCL website (ptcl.com.pk/related_pages.php?pd_id=203&rp_id=108) the average download speed varies from 300kbps to 500kbps (30kBps to 50kBps).

Since, you're getting 89.5kBps, I must say that you're getting good speed.

Remember, PTCL DSL is The Best option when good speed and low rates are your priority. Hence, EVO is for Mobility and for those areas where Landline is not available or supportive, therefore, stick to it if you have no other options available.
