Photoshop Experts Attention: How to reduce image size without losing quality

I am in a trouble. I have an image. The size of this image is 700x350. But I want to reduce its size to 140x70. But When I reduce the size of this images to my required size (140x70), it effects the image quality. The image looks very bad.
How can I reduce the image size to my required size(140x70) without losing quality. I don't care if its size increased in MB.

Please Help me Adobe Photoshop Experts.
