This is the most likely culprit.

You can go into SAFE MODE, hold down F8 on boot and pick Safe Mode (without networking), and uninstall the software you recently installed. This should boot you back into the system.

Or you can do a system restore in Safe Mode to your last known good configuration.

Or you can go into Safe Mode, use Windows Filemanager and search for this specific DLL file. Do a search, copy the file to the ROOT directory c:\ and reboot, this will make the file apparent to the entire operating system, it cannot be ignored at the ROOT level.

I would also copy the file to the C:\Windows\System32 directory where most of the DLL files reside.

Now, the warning is, if this is a virus file, adaware or whatever, you could be harming your computer more than helping it.
