1- u can choose any language u want or add many
2- log out then in then change will take effect

follow step by step

Note 2 : if u have windows 8 single language please follow this steps

1- download the language pack manually
2- install it using cmd command :

...Open command prompt with administrative privileges.

...Issue the following command

dism /online /add-package /packagepath:C:\downloads\Win8lang\ar-sa*\lp.cab (exp of Arab language )

.......You will need to change the path with the path of the cab file in your local computer.
........Restart the computer when the command has been successfully completed.
........Change the display language from the Control Panel.
