Which Camera should I buy???

Asslam-o-Alaikum

, I need a little help in buying a camera... I need to buy a camera which is in my range (<12000 Rs) The camera i need should have point and shoot (Blur Background) and Should have good result .... etc

. As this camera would be my first so i dont know what good camera should have so plz plz suggest me which one camera should i buy? Secondly does digital camera blurs background as dslr do or not?
