Active directory Reporting website builder required

I am looking for a free software which takes all the following reports from Active directory. I have plenty of scripts which can do these things but it is too time consuming for running the scripts eveytime whenever they need it

One of my friend told me that you should create a website and put your scripts with your website. I like his opinion but I am not a web developer so I don't know how to create a website (due to tight budget I don't want to spend more than RS4000. If someone want to create a website for me. I have a draft copy of website what I want)

A software
which provide Reports to HR,
Asset Management for Property Control people,
General Service action for HelpDesk people and
Admin Console for Administrator

I want this to be done before 15/11/16
